You could do it with a router and a false base as here http://www.wealdentool.eu/rf_tips/rf_tips_04.html

Just make the pivot pin 4mm.

That cornice looks awful :shock: I suppose you could always remove it when the customer realises the error of his/her ways? I thought it looked better with no cornice. So before I fitted it I offered it up and showed the customer, to show them what it would look like. "oh yes, much better"...

a couple of pieces of 18mm mdf glued together with a frame made from 4" x 2" soft wood would be more than adequate and will cost very little both in money and time to make. I'd second this approach. I made my bench top from three pieces of 18mm MDF lipped with softwood then glued together...

I would drill through the side of the battens and through the dowels and glue in a, say, 6mm dowel to lock them in place.
