Hand plane blade sharpening

I have several questions on different topics but the one i really want to have answered is , Whats the cheapest and best way to sharpen a plane blade with minimal cash outlay on special tools . I have tried emery paper on a glass surface but after a while the paper tears up . I i have to go for sharpening stones what are your recommendations please bearing in mind the all important cost !!!.

Diamond stones are very cheap now and will last a long time. I bought a Trend one from my local tool shop for £10 a couple of weeks ago which does a brilliant job.
